Colorado Vehicle History — Rebuilt from Salvage & Hail Rules (Reports from $4.99)

Colorado leaves hail damage out of its salvage definition, so a hail-totaled car can carry a title with no salvage brand. Repaired salvage cars must have "REBUILT FROM SALVAGE" stamped into the body and pass a certified VIN inspection.

Why Colorado is different

Under C.R.S. 42-6-102(17)(a), as summarized in the Colorado Title and Registration Manual, a salvage vehicle is one damaged by collision, fire, flood, accident, trespass or another occurrence — excluding hail damage — where the cost of repair exceeds its retail fair market value before the damage. Salvage titles are applied for with form DR 2410 and issued through county motor vehicle offices. The manual adds that vehicles with a model year 32 or more years old cannot be newly branded salvage.

To make a salvage vehicle roadworthy again, the owner completes the DR 2424 Salvage Title Statement of Fact, stamps the words "REBUILT FROM SALVAGE" into the vehicle in letters at least one-quarter inch high — on the driver’s door B-pillar for most cars — and has a certified VIN inspection (DR 2704) done by a Colorado law enforcement officer or a P.O.S.T.-certified inspector. The inspection must not be more than one year old, and the new title carries the "Rebuilt from Salvage" brand.

The hail exclusion is the gap buyers should know about. A car written off for hail alone is not a salvage vehicle under Colorado’s definition, so its title can look ordinary even after an insurer paid it out. Look for the stamped body marking, read every title brand, ask for the DR 2710 disclosure on branded cars, and compare insurer and auction history — Copart and IAAI records often include damage photos.

Title brands in Colorado

Salvage
Issued for a vehicle whose repair cost exceeds its pre-damage retail fair market value after collision, fire, flood, accident, trespass or other damage — hail excluded. Getting a roadworthy title afterwards requires the rebuilt-from-salvage steps.
Rebuilt from Salvage
The brand on titles issued since January 1, 2003 for repaired salvage vehicles (C.R.S. 42-6-136.5). The vehicle body must also be stamped "REBUILT FROM SALVAGE".
"S" (pre-2003)
Colorado titles issued for rebuilt salvage vehicles before January 1, 2003 were branded with an "S" rather than the current wording.

Red flags specific to Colorado

⚠ Hail total loss with an unbranded title
Hail damage is excluded from Colorado’s salvage definition, so an insurer hail payout does not by itself produce a salvage title. Insurer and auction records are where hail totals tend to show up.
⚠ Missing "REBUILT FROM SALVAGE" stamp
Colorado requires the words to be stamped into the vehicle before the certified VIN inspection. A car sold as rebuilt without the stamp — or with a ground-off B-pillar area — needs explaining.
⚠ Out-of-state salvage title
The manual notes that out-of-state salvage titles made roadworthy must be branded "Rebuilt from Salvage" in Colorado, and that out-of-state dismantling or junking documents are not acceptable. A clean Colorado title on a car with an out-of-state salvage past is a red flag.
⚠ Very old vehicles
Vehicles with a model year 32 or more years old cannot be newly branded salvage, according to the Colorado Title and Registration Manual, so a collector car’s title says little about recent damage.

Frequently asked questions

No. Colorado’s salvage definition in C.R.S. 42-6-102(17)(a) excludes hail damage. A vehicle totaled only for hail is not a salvage vehicle under that definition.

It marks a former salvage vehicle that has been repaired, declared roadworthy on the DR 2424 Salvage Title Statement of Fact and passed a certified VIN inspection. Colorado has used this wording on titles issued since January 1, 2003.

A certified Colorado law enforcement officer or a P.O.S.T.-certified inspector completes the DR 2704 Certified VIN Inspection. The inspection must be no more than one year old when the title is applied for.

For most motor vehicles it goes on the body pillar the driver’s door latches to (the B-pillar), in letters at least one-quarter inch high. Motorcycles are stamped on the frame, Class A motor homes on the main entry door frame and trailers next to the public VIN.

Yes. The Colorado Title and Registration Manual states that a DR 2710 Branded Title Disclosure Statement is required with any transfer of a branded vehicle, including a Rebuilt from Salvage title.

Sometimes. Insurer total-loss events and Copart or IAAI auction listings with photos may appear in CARFAX, AutoCheck or auction records, but no report includes every event, and an empty report is not proof of a clean history.
