Kentucky Vehicle History — Salvage, Rebuilt and Water Damaged Titles (Reports from $4.99)
Kentucky brands a car salvage once repairs would exceed 75% of its retail value, and a rebuilt car only gets a road title after a certified inspection arranged through the county sheriff. Dealers must post a "THIS IS A REBUILT VEHICLE" sticker — and an undisclosed brand can make the sale voidable.
Official vehicle-registry authority: Kentucky Transportation Cabinet — Department of Vehicle Regulation
Why Kentucky is different
Kentucky’s salvage rules live in Chapter 186A of the Kentucky Revised Statutes and are run by the Transportation Cabinet’s Department of Vehicle Regulation through the county clerks. Under KRS 186A.520, a vehicle is salvage when the cost of parts and labour to restore it exceeds 75 percent of its retail value, leaving out the cost of reinstalling a deployed airbag. The owner files for a salvage title through the county clerk, and while it is in force the car cannot be registered; it may only be driven to and from the certified inspection.
Coming back from salvage runs through KRS 186A.530 and the inspection rules in KRS 186A.115. A certified inspector designated by the county sheriff checks the vehicle and its documents, and the Cabinet then prints "rebuilt vehicle" on the face of the title, a brand carried onto every later Kentucky title. Under 601 KAR 9:200 the Cabinet can also call for a confidential Kentucky State Police inspection when documents are missing or a VIN check raises questions. Water-damaged and hail-damaged cars follow their own paths.
The buyer protections are unusually concrete, but they have limits. A dealer selling a branded car must post a sticker reading "THIS IS A REBUILT VEHICLE" and use a buyer’s notification form, and a private seller must disclose on the vehicle transaction record. If the buyer’s acknowledgment is missing, the buyer may void the sale within 45 days after the title is issued. Those notification duties do not apply to vehicles more than ten model years old, so on an older car the title and the car’s history are your main evidence.
