Rhode Island Vehicle History — Check for a Re-Constructed Salvage Title (Reports from $4.99)

In Rhode Island a totaled car is graded Class A (parts only) or Class B (repairable), may be rebuilt only by a licensed salvage rebuilder, and returns to the road on a title marked "re-constructed salvage". A car rebuilt by anyone else gets a "FOR PARTS ONLY" stamp.

Why Rhode Island is different

Rhode Island’s Salvage Law is chapter 31-46 of the General Laws. An insurer that takes possession of a Rhode Island-titled vehicle declared a total loss in settling a damage or theft claim must hand the title to the DMV within ten days and obtain a salvage certificate of title (§31-46-1). The insurer also grades the salvage: Classification A means extensive damage and "parts only", Classification B means considerable damage but repairable (§31-46-1.1). Owners without an insurer have a duty too. If repairs would exceed 75 percent of fair market value and the car is less than seven years past its date of manufacture, the owner must turn in the title within ten days (§31-46-3).

Repair is a licensed trade. Under §31-46-7 no one may rebuild a salvage vehicle without a salvage rebuilders’ license from the Department of Business Regulation, and a vehicle repaired by an unlicensed person has its title stamped "FOR PARTS ONLY". The DMV says this applies with no exceptions. Before the DMV salvage inspection, the owner sends the Enforcement Office the parts and labor receipts listing the source VIN of each part, photos of the damage, the insurance appraisal, a used parts list and the rebuilder’s Certificate of Salvage Repair. The car must be fully restored and carry a new state inspection sticker. Once it passes, the new title bears the words "re-constructed salvage" (§31-46-4).

Two gaps matter to a buyer. Until January 1, 2024, Rhode Island did not title vehicles from model year 2000 and older, so an older car may have changed hands for years without any title to carry a brand. Rhode Island also borders Connecticut and Massachusetts, and since 2024 every used vehicle coming in from out of state needs a VIN inspection by a local police department, so a car from a neighbouring state may arrive with its own state’s brands or none at all. Check the VIN with a CARFAX or AutoCheck report and look for Copart or IAAI total-loss auction records before you buy.

Title brands in Rhode Island

Salvage certificate of title
Issued for a vehicle declared a total loss. Under §31-46-2 it is printed in a color easily told apart from a regular title and keeps the original title number.
Classification A (parts only)
The insurer’s grade for a salvage vehicle with extensive damage that is good for parts only (§31-46-1.1). The DMV administrator may review the grade.
Classification B (repairable)
The insurer’s grade for a salvage vehicle with considerable damage that is considered repairable (§31-46-1.1). The DMV asks owners who keep a totaled car for the insurer’s letter stating this grade.
Re-constructed salvage
The words placed on the new title after a restored salvage vehicle passes DMV inspection. The title keeps the same number as the salvage and original certificates (§31-46-4).
FOR PARTS ONLY
The stamp put on the title of any salvage vehicle repaired or rebuilt by someone without a salvage rebuilders’ license (§31-46-7(c)).

Red flags specific to Rhode Island

⚠ Rebuilt by an unlicensed shop
Only licensed salvage rebuilders may repair salvage vehicles in Rhode Island, and an unlicensed rebuild leads to a "FOR PARTS ONLY" title. Ask for the Certificate of Salvage Repair and the rebuilder’s name, and check that name on the Department of Business Regulation list.
⚠ Model-year 2000 and older cars
Before 2024 Rhode Island did not title vehicles of model year 2000 and older. Such a car may have changed hands with only a registration or a paid sales tax form as proof of ownership, with no title to show an earlier total loss.
⚠ Owner-retained total losses
Rhode Island’s licensing rule counts a car as salvage whether or not the owner kept it after the claim. The DMV asks owners who keep a totaled car for the insurer’s letter with the Class A or Class B grade, so ask a seller whether such a letter exists.
⚠ Repaired salvage offered before inspection
Rule 230-RICR-30-05-2 bars selling a salvage vehicle repaired by a licensee before it has a certificate of inspection under §31-38. A rebuilt car offered without that paperwork is not ready to sell.

Frequently asked questions

An insurer that takes possession of a Rhode Island-titled vehicle declared a total loss in settling a damage or theft claim must turn in the title within ten days and get a salvage certificate of title (R.I. Gen. Laws §31-46-1). Without an insurer, an owner must do the same if repairs would exceed 75 percent of fair market value and the car is less than seven years past its date of manufacture (§31-46-3).

Under §31-46-1.1 insurers grade every salvage vehicle. Classification A means extensive damage and good for parts only. Classification B means considerable damage but considered repairable. The DMV administrator or a designee can review the grade.

Only a holder of a salvage rebuilders’ license from the Department of Business Regulation (§31-46-7). The DMV says the car must be repaired by a Rhode Island licensed salvage rebuilder with no exceptions. A vehicle rebuilt by anyone without the license has its title stamped "FOR PARTS ONLY", and the violation is a felony.

The owner first sends the DMV Enforcement Office the application with parts and labor receipts showing where each part came from, damage photos, the insurance appraisal, a used parts list, a copy of the salvage title and the Certificate of Salvage Repair. At the inspection the car must be completely restored and carry a new Rhode Island inspection sticker. After it passes, the title is reissued with the words "re-constructed salvage".

Not before January 1, 2024. Until then Rhode Island did not title vehicles of model year 2000 and older. Since that date the DMV issues a title for every used vehicle, whatever its model year, when sales tax is paid or the car is registered.

The National Motor Vehicle Title Information System (NMVTIS) is a federal database fed by state title agencies such as the Rhode Island DMV, by insurers reporting total losses, and by junk and salvage yards. Consumers can buy an NMVTIS report through vehiclehistory.gov. It shows only key indicators and can miss records.

A CARFAX or AutoCheck report can show title, insurance and service events from Rhode Island and other states, which helps with older cars that once had no Rhode Island title. A Copart or IAAI sale record, if the car was auctioned, shows what the insurer sold and what the car looked like before a licensed rebuilder touched it. Reporting gaps exist, so a report that shows nothing wrong still proves nothing.
