Washington Vehicle History — WA REBUILT Brands & Total-Loss Reports (Reports from $4.99)

Washington marks rebuilt total-loss cars with a "WA REBUILT" banner after a State Patrol VIN inspection — but cars six or more years old fall outside the salvage definition unless they were worth at least the state’s market value threshold. Check the VIN for the full story.

Why Washington is different

In Washington the owner must report a destroyed vehicle to the Department of Licensing within 15 days, and an insurer must report a destruction or total loss within 15 days of settling the claim (RCW 46.12.600). The surrendered title is marked "DESTROYED". If the car is later rebuilt and retitled, DOL prints "WA REBUILT" as a banner across the certificate of ownership, and brands stay on the record for the life of the vehicle unless applied in error.

The gap for buyers is age. Under RCW 46.04.514, a vehicle whose model year is at least six years before the year of the loss is not a salvage vehicle unless it was worth at least the current market value threshold just before the damage and is no more than twenty years old. The threshold starts from the amount in RCW 46.12.600 and is raised by DOL each July with used-vehicle inflation, so an older, lower-value car can be totaled, repaired and sold without a WA REBUILT brand.

Before a rebuilt salvage car can be titled, a Washington State Patrol VIN specialist inspects it (RCW 46.12.560), checks that major component parts were obtained legally from documented sources, and attaches a marking to the driver’s door latch pillar showing the car was previously destroyed or totaled — removing that marking is a class C felony. The inspection is about identity and stolen parts, so ask for repair records and an independent inspection as well.

Red flags specific to Washington

⚠ Older car totaled below the value threshold
RCW 46.04.514 excludes vehicles six or more model years old from the salvage definition unless they met the market value threshold and are no more than twenty years old. A repaired older car may carry no WA REBUILT brand at all.
⚠ Missing or tampered door-pillar marking
The State Patrol attaches a marking at the driver’s door latch pillar on inspected rebuilt cars, and removing it is a class C felony. A car with rebuilt history but no marking, or signs of a removed tag, deserves scrutiny.
⚠ Owner-retained total loss
Washington’s inspection rule does not require a rebuilt-car inspection when the registered owner kept the vehicle at the time it was destroyed or totaled. Ask whether a privately sold car was an owner-retained total loss and how it was repaired.
⚠ Out-of-state salvage brought into Washington
A car with another state’s total-loss or salvage documents, not re-registered there afterwards, needs a State Patrol inspection before a Washington title. Compare the earlier state’s brand with what the Washington title now shows.

Frequently asked questions

It is a banner DOL prints across the certificate of ownership when a vehicle that met the salvage definition was reported destroyed or totaled and then rebuilt, inspected by the Washington State Patrol and retitled. Brands generally stay on the record for the life of the vehicle.

Partly. Under RCW 46.04.514 a vehicle at least six model years old at the time of the loss is not a salvage vehicle unless, just before the damage, its retail value met the current market value threshold and it was no more than twenty years old.

The Washington State Patrol. Under RCW 46.12.560 a VIN specialist verifies the VIN and that major component parts were legally obtained, and attaches a marking at the driver’s door latch pillar.

Within 15 days. Owners must notify DOL within 15 days of the vehicle’s destruction, and insurers must report within 15 days after settling the claim, wherever the loss occurred (RCW 46.12.600).

Yes. WAC 308-56A-530 carries forward standard out-of-state brands such as Rebuilt, Junk, Destroyed, Salvage, Flood damage, Hail damage, Saltwater damage and Totaled, and unique brands from non-NMVTIS states as they appear on the foreign title.

No report can prove a clean history. A CARFAX or AutoCheck report shows brands and events reported to those services, and Copart or IAAI records can add photos from an earlier sale; use them alongside the title and a pre-purchase inspection.
